Public health impacts include immediate casualties, long-term disability, fear, disruption of services, and economic damage.

International law has progressively restricted biological warfare. The 1925 Geneva Protocol banned the battlefield use of chemical and biological agents, and the 1972 Biological Weapons Convention (BWC) prohibits development, production and stockpiling of biological weapons. National biodefence programs focus on surveillance, rapid diagnosis, vaccines, and response planning. Transparency, verification, and scientific norms are central but enforcement remains challenging because many biological capabilities are dual-use.
