Early life and legal career
Buchanan was born and raised in Sydney, Nova Scotia. He became a lawyer by training and was recognized for his legal work before entering politics. His background in law shaped his approach to public administration and legislative affairs. More background is available via archival profiles and local histories (see).
Premiership: priorities and policies
As premier, Buchanan led a government that emphasized economic development, resource industries and infrastructure. His administration pursued policies intended to attract investment, support natural-resource sectors and expand provincial services. During his tenure, the provincial government also invested in highways, regional development and public programs; his leadership is often discussed in studies of Nova Scotia’s modern political and economic history (policy review).
Senate service and later years
In 1990 Buchanan vacated the premiership and took a seat in the Senate of Canada, where he served until 2006, when he reached the mandatory retirement age of 75.
