The United Nations Development Programme (UNDP) is the primary UN organization dedicated to development assistance and capacity building. UNDP is governed within the wider UN framework and works under the policy oversight of intergovernmental bodies such as the General Assembly. The agency is headed by an Administrator, a senior official who ranks among the top leadership of the UN alongside the Secretary-General and Deputy Secretary-General. Funding comes largely from voluntary contributions by member states and other donors, and program decisions are guided by country needs and international development agendas.

One of its best-known contributions to global policy debate is the annual Human Development Report, which includes the Human Development Index—a composite measure comparing countries on health, education and income.

UNDP often acts as a convener and fund manager for country-level projects, working with governments, donors and non-state actors. It formerly administered the United Nations Development Fund for Women and supported gender-focused programming prior to the consolidation of gender work under UN development entities. Its mix of policy advice, technical assistance and field delivery makes it a central actor in international development practice.
