Cunter was a small municipality administrative unit located in the district Albula within the canton Graubünden (Grisons) of Switzerland. Set in an alpine valley, it functioned as a local village community with rural character and close links to surrounding settlements.

The former communes that merged included Bivio, Marmorera, Mulegns, Riom-Parsonz, Salouf, Savognin, Sur and Tinizong-Rona. These municipalities were combined to form the new administrative unit of Surses.

The area around Cunter is part of the Romansh cultural region of southeastern Switzerland. Romansh is one of the country's official languages and remains a living language in many mountain communities of Graubünden, often alongside German and Italian. Traditional festivals, local architecture and place names reflect this multilingual heritage.
