De Quadros combined clinical training with public-health practice, working in ministries and multilateral organizations to expand immunization coverage. He was instrumental in campaigns against diseases such as polio and smallpox, helping to shape surveillance systems, mass immunization drives, and rapid-response teams. Born in Rio Pardo, Rio Grande do Sul, he later worked across the Americas and globally, advising governments and institutions on how to reach underserved populations.

De Quadros emphasized pragmatic, evidence-based approaches: strong disease surveillance, reliable vaccine supply and cold chains, trained local staff, and sustained political commitment.
