Overview

The Serviciul Român de Informaţii (SRI) is Romania's principal domestic intelligence agency. Its mandate centers on protecting the constitutional order, preventing threats inside the country and supporting national security policy. The SRI operates as part of Romania's wider intelligence community and maintains relationships with foreign partners to address cross‑border threats.

Main functions

The SRI's work spans a range of security tasks. Typical responsibilities include:

  • Counterintelligence: detecting and countering espionage and hostile intelligence activities within Romania.
  • Counterterrorism: preventing, investigating and disrupting terrorist plots and networks.
  • Cybersecurity and information protection: defending state information systems and protecting classified material.
  • Support to law enforcement: cooperating with prosecutors and police on organized crime, corruption and other security‑related investigations.

History and development

The service emerged in the immediate post‑communist period as Romania reorganized its security institutions after 1989. Throughout the 1990s and 2000s the agency underwent legal and structural reforms aimed at modernizing its capabilities and aligning them with democratic oversight norms. Romania's integration into Euro‑Atlantic structures has also shaped SRI priorities and cooperation patterns.

Leadership is provided by a director and supporting management; appointments, oversight and parliamentary scrutiny are part of the framework intended to balance operational effectiveness with respect for civil liberties.

Cooperation, distinctions and public debate

The SRI works alongside other Romanian services—most notably the foreign intelligence service (SIE) and military and communications agencies—and with international partners, NATO and EU counterparts on common threats. Its role has at times been the subject of public and legal debate, particularly concerning surveillance powers and transparency. These discussions have driven reforms and calls for strengthened oversight.
