Ramkrishna Suryabhan Gavai (often abbreviated R. S. Gavai; 30 October 1929 – 25 July 2015) was an Indian politician and public servant who held constitutional office as the Governor of two Indian states. He is recorded in regional sources in Marathi and Malayalam and is associated with decades of public life in Maharashtra and at the national level. For a Marathi rendering of his name see Marathi form.
Overview
Gavai served as the Governor of Bihar from 2006 until 2008 and then as Governor of Kerala from 10 July 2008 to 25 August 2011. These appointments placed him in the largely ceremonial but constitutionally significant role of a state governor, responsible for upholding the state constitutional machinery, giving assent to legislation, and acting on advice from elected state governments except in limited discretionary situations. General information about his public career is available in national profiles of Indian political figures here.
Background and political career
Born in 1929, Gavai belonged to a generation of politicians who were active during the decades after Indian independence. Over a long career he was identified with social‑justice concerns and regional political movements; like many leaders who rose from such movements he combined grassroots engagement with participation in formal politics. Before his governorships he held various positions in state and national forums, and his public life reflected an interest in bringing representatives from diverse communities into higher office.
Role as governor and public significance
During his terms as governor he fulfilled the standard duties of the office: representing the state, presiding over convocations, and ensuring that the state executive remained within the bounds of the Constitution. A gubernatorial appointment of a veteran regional leader such as Gavai was also seen as recognition of his long service in public life and of the importance of inclusiveness in appointments to constitutional roles. He completed his public service career after leaving the governor’s office in 2011.

Gavai is remembered as part of the post‑independence generation of Indian leaders who bridged regional activism and formal state roles. While the governorship is not an executive political office in the way elected governments are, the position remains important for constitutional continuity and representation; Gavai’s appointments illustrate how that role has often been filled by experienced public figures with roots in regional movements.
