Alí Rodríguez Araque (9 September 1937 – 19 November 2018) was a Venezuelan lawyer, politician and diplomat who played a prominent role in the country’s political and energy affairs for several decades. Born in Ejido, Mérida, Venezuela, Rodríguez combined legal training with long‑standing left‑wing political engagement and later became a senior adviser and minister in governments associated with Hugo Chávez. His career bridged domestic politics, state oil management and international diplomacy.

Career and principal roles

Rodríguez held a variety of high‑profile offices spanning national administration and international organisations. He was widely known for his involvement in Venezuela’s energy sector as an adviser on oil matters and as a leader of state energy institutions. Over the years he served in political and diplomatic posts that included senior positions with the state oil company, ministerial posts and ambassadorships.

  • Leader and co‑founder of the Patria Para Todos political party (PPT).
  • President of Petróleos de Venezuela (PDVSA) and senior oil official responsible for policy coordination.
  • General Secretary of the Organization of the Petroleum Exporting Countries (OPEC), representing Venezuela in that forum.
  • Minister of External Relations (foreign minister) and other cabinet appointments under Chávez.
  • Appointed Minister of Finance in June 2008.
  • Venezuelan Ambassador to Cuba from 2014 until his death in 2018.

Background and political orientation

Rodríguez came to public life through leftist political movements and later aligned with the Bolivarian political project that reshaped Venezuelan politics in the late 1990s and 2000s. He was a founder and leader within Patria Para Todos, a party that allied with Hugo Chávez’s government while maintaining its own organizational identity. His legal background and political experience positioned him as a bridge between activist currents and formal state institutions.

Role in energy diplomacy and international relations

Throughout his career Rodríguez concentrated on energy diplomacy and the international dimensions of Venezuela’s oil policy. As a senior official connected to PDVSA and as OPEC’s Secretary General, he represented Venezuelan interests in multilateral energy discussions and negotiations. Observers credit him with helping to project Venezuela’s oil policy abroad and with participating in efforts to coordinate producers’ strategies on pricing and production, though his tenures also coincided with periods of domestic and sectoral challenge.

Legacy and death

Rodríguez remained an influential figure in Venezuelan public life until his death. He combined roles as a party leader, state executive and diplomat, and his name is associated with Venezuela’s attempts to use oil policy as an instrument of foreign policy. Alí Rodríguez Araque died on 19 November 2018 in Havana, Cuba, at the age of 81 from a heart attack. His obituary in Venezuelan and international press reflected on his decades of public service and the centrality of energy issues in his career.
