Overview
Gustavo José Joaquín Noboa Bejarano (21 August 1937 – 16 February 2021) was an Ecuadorian politician who served as vice president and then as the country's 42nd president. He assumed the presidency on 22 January 2000 and remained in office until 15 January 2003. His time in national leadership was marked by an acute economic and banking crisis and measures that reshaped Ecuador's monetary policy. For context on the country, see Ecuador.
Early life and rise in politics
Noboa was born in Guayaquil on 21 August 1937. He married María Isabel Baquerizo and began a public career that led him into high government office. He became nationally prominent when he joined the administration of President Jamil Mahuad as vice president in 1998. His period as vice president is often referenced in accounts of Ecuador's turbulent late-1990s politics; see the vice-presidential record at Vice Presidency.
Presidency (2000–2003)
Noboa assumed the presidency in the aftermath of political upheaval at the start of 2000. His government confronted a severe financial and currency crisis, a banking collapse, rising inflation and popular unrest. During this period Ecuador moved to adopt the US dollar as legal tender, a change whose implementation and consequences are frequently associated with his administration. Further explanation of his presidential term can be found at Presidency.
Legal issues and later life
After leaving office Noboa faced legal scrutiny related to decisions taken during his government, including accusations concerning management of the country's foreign debt. In March 2006 he was placed under house arrest in connection with these investigations. These matters were part of a broader pattern of legal challenges experienced by several Ecuadorian leaders in the 2000s; contemporary reports are available at news sources.
Legacy and death
Noboa's legacy is mixed: supporters credit him with stabilizing a chaotic financial situation, while critics dispute elements of his economic choices and their social cost. He died on 16 February 2021 in Miami during treatment, suffering a heart attack while undergoing surgery for brain cancer. His life and career continue to be discussed in studies of Ecuador's modern political and economic history.
