Vogel served as the 4th Minister-President of Rhineland-Palatinate from 1976 until 1988. During that time he also held the rotating presidency of the Bundesrat in the 1976/77 and 1987/88 terms. After German reunification, he returned to frontline politics in the east and became the 2nd Minister-President of Thuringia, serving from 1992 to 2003.
