Prime Minister of Malta

Head of Malta's government — leader of the cabinet and parliamentary majority, appointed by the President. Office created with self-government in 1921; central role in policy, administration and political leadership.

The Prime Minister of Malta is the head of government and the principal political leader responsible for running the executive branch. The official Maltese title is Prim Ministru ta' Malta. As head of the administration, the prime minister directs government policy, chairs cabinet meetings and represents the government domestically and internationally.

Role and appointment

The prime minister is normally the member of the House of Representatives who commands a majority of elected members. The President of the Republic formally appoints that person to the office. Tenure depends on maintaining parliamentary confidence: loss of that support, a successful vote of no confidence, or a change after a general election can end the prime minister's term.

Powers and responsibilities

  • Forming and leading the Cabinet and coordinating ministerial policy;
  • Advising the President on the appointment of ministers and other senior officials;
  • Setting the government's legislative agenda and representing Malta in many international forums;
  • Overseeing administration, public policy implementation and crisis response.

Although the office is politically powerful, Malta has a parliamentary system in which executive authority is exercised collectively through the Cabinet. The President remains the head of state with largely ceremonial functions, while the prime minister exercises day-to-day political leadership.

Historically, the post traces its roots to the establishment of self-government in 1921 under which the title "Head of Ministry" first appeared. The role evolved over the twentieth century as constitutional arrangements changed and Malta became an independent republic. Interruptions and reforms over time shaped the modern office and its responsibilities.

The working seat of the prime minister is the Office of the Prime Minister in Valletta, commonly associated with the Auberge de Castille. The position is central to Maltese political life: it links parliamentary majority, executive action and international representation, and is often the most visible public political office in the country.
