Roles and responsibilities

The president has both procedural and administrative duties. Typical functions include:

• chairing plenary sittings and enforcing the chamber's rules of procedure;
• leading the Standing Bureau, the Senate's governing body that manages internal organization;
• representing the Senate in relations with the President of Romania, the Government, other state institutions and foreign bodies;
• signing certain official documents and decisions issued by the Senate;
• helping coordinate the work of committees and the parliamentary agenda.

Election and term

The Senate elects its president from among its members, normally at the start of a new legislature or when the office becomes vacant. Election procedures and the length of service follow the Senate's internal rules and the Constitution; the president may be replaced or reconfirmed during a legislative term according to parliamentary practice.

The position has evolved alongside Romania's parliamentary institutions. Under the current constitutional framework the president of the Senate occupies a prominent place in state protocol and parliamentary leadership. The modern bicameral system, with a Senate and a Chamber of Deputies, has its roots in earlier constitutional arrangements and was reaffirmed in the post-communist constitutional order.

Line of succession and notable distinctions

By constitutional provision, the president of the Senate is first in the presidential line of succession, temporarily assuming presidential duties if the President of Romania is unable to exercise the office. This distinguishes the role from the President of the Chamber of Deputies, who is typically second in line and carries different procedural responsibilities within the lower house. In parliamentary practice the Senate president often plays a visible part in national debates and in representing the upper chamber abroad.
