Overview
Mihai Răzvan Ungureanu (born 22 September 1968 in Iași) is a Romanian public figure trained as a historian, active in diplomacy, intelligence and politics. He has served in senior government posts, including foreign minister, head of the external intelligence service and a short term as prime minister. Ungureanu is widely regarded as a technocratic figure with a background in academic research and international affairs.
Education and early career
Ungureanu studied history and pursued research in European and diplomatic history before entering public service. His academic formation informed his approach to foreign policy and institutional reform. Early in his career he combined scholarly work with advisory roles that led to appointments in Romania's foreign policy apparatus after the country’s democratic transition.
Senior government roles
Between 2004 and 2007 Ungureanu served as Romania’s Minister of Foreign Affairs. In that capacity he represented Romania on core Euro-Atlantic and European Union issues during the early years of the country's new orientation in international organisations. From 2007 to 2012 he was director of the Romanian external intelligence agency (SIE), a post that placed him at the head of Romania's foreign-intelligence activities and international intelligence cooperation.
Prime ministership and later political activity
In February 2012 Ungureanu was nominated to lead a technocratic government following political turmoil and served as prime minister until May 2012. His cabinet was short-lived; it presided over a transitional period that ended with parliamentary changes and the formation of a new government. After his term as prime minister he continued to participate in public life and parliamentary politics, leading a pro-European centre-right grouping and stressing rule-of-law and Euro-Atlantic integration themes.
