Izatullo Khayoyev (Russian: Изатулло Изатуллоевич Хаёев; 22 June 1936 – 26 April 2015) was a senior Tajik government official who held leading posts in the late Soviet period and in the early months of independent Tajikistan. He is remembered as one of the principal administrators who oversaw the republic’s government during the turbulent transition from Soviet authority to national independence.
Political career and positions
Khayoyev worked within the structures of the Tajik Soviet system and rose to prominence in the 1980s. He served as Chairman of the Council of Ministers of the Tajik Soviet Socialist Republic, the republic’s highest executive office under the Soviet constitution, and later held offices in the emergent state administration as central institutions were reorganized. His career spanned roles that combined party and governmental responsibilities typical of senior officials of that era.
- 4 January 1986 – 6 December 1990: Chairman of the Council of Ministers of the Tajik SSR.
- December 1990 – 25 June 1991: Vice‑President of the republic, a short-lived post in a changing political landscape (Vice‑Presidential office).
- 25 June 1991 – 9 January 1992: Prime Minister of Tajikistan during the months that included the declaration of independence in 1991.
These dates mark Khayoyev’s involvement at a time when the institutions of the Soviet republics were being redefined. Tajikistan declared sovereignty and later independence during his tenure, and his role was primarily administrative: managing government functions, overseeing ministries, and navigating the shift from Soviet-era governance to national structures.
Context and significance
Khayoyev’s career illustrates the experience of many officials who moved from Soviet republic leadership into positions within newly independent states. He served as a transitional figure during the dissolution of the Soviet Union, maintaining continuity in civil administration while political authority and party structures were in flux. His service is part of the broader history of Tajikistan’s emergence as an independent state (Tajikistan).
After leaving the prime minister’s office in early 1992, Khayoyev stepped back from frontline politics as the country entered a period of political upheaval. He later lived in Dushanbe, where he died on 26 April 2015 at the age of 78 (Dushanbe). Contemporary accounts describe him as a career administrator and representative of the older generation of officials associated with the Soviet period (politician).
