Hosei Norota (25 October 1929 – 23 May 2019) was a Japanese politician and long-serving member of the House of Representatives in the national Diet. Born in Noshiro, Akita, Norota built a reputation as a representative attentive to rural and regional concerns and as a cabinet minister involved with both domestic economic sectors and national security affairs. He later affiliated with the People's New Party during the final phase of his parliamentary career.

Early life and parliamentary career

Norota's early background was rooted in the Tōhoku region; his constituency ties and policy interests reflected that rural base. Over several decades he held a seat in the lower house and took part in legislative committees and party activities. He was regarded by colleagues as a veteran lawmaker with practical knowledge of agricultural and local issues, which informed his later ministerial appointments.

Ministerial roles

In the mid-1990s Norota held two high-profile cabinet posts. From 1995 to 1996 he served as Minister of Agriculture, Forestry and Fisheries in the government of Prime Minister Tomiichi Murayama, a role that placed him at the centre of policies on farm protection, fisheries management and rural development. He went on to serve as Director‑General of the Japan Defense Agency from 1998 to 1999, overseeing administration of the Self‑Defense Forces and participating in discussions on Japan's defence posture during a period of regional change.

Policy focus and reputation

Norota's work combined attention to everyday economic sectors—such as agriculture and fisheries—with responsibilities for national security when he led the defence agency. He was known for pragmatic approaches to constituency service and for navigating the institutional constraints of Japan's postwar defence arrangements. Observers often cited him as part of the generation of politicians who balanced local interests with the demands of cabinet office.
