Constitutional role and powers

In constitutional practice the governor gives royal assent to bills passed by the state parliament, summons and prorogues parliament, and formally appoints the premier and ministers on the advice of elected leaders. The governor presides over the Executive Council, which is the legal instrument for many executive decisions. Reserve powers—used only in exceptional circumstances—allow the governor to act without, or contrary to, ministerial advice in order to preserve constitutional government.
