Public records list his year of birth as either 1942 or 1943. He trained in law and practised as a barrister before and alongside his political career. His experience as a legal professional informed his contributions to parliamentary debates, legislative scrutiny and constituency advice, a profile common among senior South Asian politicians.

Parliamentary service

Haque was elected repeatedly as a member of the Jatiya Sangsad (the national parliament) representing the Rajshahi-1 constituency from 1991 until 2006. During these terms he participated in committee work, constituency development and party organisation. His sustained presence in parliament reflected both local electoral support and a long-standing role within his party’s parliamentary group.

Minister of Post and Telecommunications (2001–2006)

Appointed minister in the BNP-led government that won the 2001 election, Haque led the Ministry of Post and Telecommunications for the full parliamentary term. His tenure coincided with rapid private-sector expansion of mobile telephony and the early growth of internet services in Bangladesh. The ministry under his direction dealt with licensing, spectrum issues, state postal services and infrastructure planning.

Policies and sector impact

While many stakeholders shaped the sector, Haque was the public figure responsible for ministerial policy and regulatory oversight during a period of technological change. Issues handled by the ministry included improving access to communications, encouraging competition among operators and modernising postal operations. Observers note that the early 2000s were formative years for Bangladesh’s digital and mobile communications landscape.

Later life and death

After leaving ministerial office and parliament, Haque remained a recognised figure in his party and in legal circles. He died of liver cancer on 21 April 2019 in Dhaka. Reports at the time gave his age as about 73. His passing was noted by colleagues across the political spectrum, who recalled his long parliamentary service and role during a transformative period for the communications sector.
