Fadhil Jalil al-Barwari — Iraqi counterterrorism commander

Early life and rise

Born in Dohuk in northern Iraq, al-Barwari entered formal service in the reconstituted Iraqi Army in 2004 after the 2003 invasion and the collapse of Saddam Hussein's regime. In the years that followed he advanced rapidly through newly formed units and was associated with the development of elite Iraqi Special Operations Forces (ISOF). These units benefited from training and advising by international partners as part of efforts to rebuild Iraq's security capabilities.

Role and responsibilities

As head of the Iraqi Counter Terrorism Bureau and a commanding officer within ISOF, al-Barwari oversaw planning and execution of complex operations against insurgent and terrorist groups. His responsibilities typically included:

• Directing special operations missions and coordination with other national security agencies.
• Building and maintaining elite unit readiness, logistics, and training regimens.
• Liaising with coalition advisers and integrating foreign training into Iraqi doctrine.

Importance and legacy

Al-Barwari's leadership coincided with a turbulent era that included campaigns against al-Qaeda affiliates and, later, the Islamic State. Under commanders like him, Iraq's special operations units gained a reputation for effectiveness in urban and counterinsurgency operations. Observers credited such forces with helping to reverse territorial gains by extremist groups and with professionalizing parts of Iraq's security sector.

Death and remembrance

Fadhil Jalil al-Barwari died of a heart attack on 20 September 2018 at the age of 52. His passing was noted across Iraqi political and military circles; he is remembered for his role in shaping the country's rapid-response and counterterrorism capabilities during a formative period for modern Iraqi armed forces.
