Aghdam District (Ağdam raion)

Location and administration

Located within the wider Karabakh region, the district was administered as a raion of Azerbaijan; the term raion refers to a district-level division. The country to which the district belongs is Azerbaijan. The city of Aghdam served as the administrative center and is often mentioned in accounts of the region's wartime losses (Aghdam city).

History and conflict

During the First Nagorno-Karabakh War in the early 1990s, much of Aghdam District was seized and its Azerbaijani civilian population displaced. The city of Aghdam suffered widespread destruction and was largely abandoned, sometimes described in media as a ghost town (ghost town). For decades, parts of the surrounding territory were administered by the self-proclaimed Nagorno-Karabakh Republic and its authorities, creating a prolonged period of unresolved status and restricted access.

Heritage, environment and present condition

The ruined urban fabric contains damaged cultural sites and a number of ruined buildings, including mosques and public facilities. Landmine contamination and the absence of civilian infrastructure were major obstacles to return and reconstruction. The district's countryside formerly supported agriculture; its fields, orchards and irrigation systems experienced long disruption.

Recovery and significance

Since renewed ceasefires and political agreements in the 2020s, attention has turned to demining, rebuilding infrastructure and restoring basic services. Reconstruction programs and resettlement plans emphasize clearing hazards, repairing roads, and rebuilding housing and public amenities. The district remains symbolically important in the politics and memory of the conflict, while also being a focus of practical recovery work.
