Joseph Maguire (born August 14, 1951) is an American retired senior naval officer and intelligence official. After a long career in the U.S. Navy, he moved into civilian national security roles, including director of the National Counterterrorism Center (NCTC) and acting Director of National Intelligence (DNI) from August 2019 to February 2020.

Maguire served in the United States Navy for 36 years, retiring in 2010 with the rank of vice admiral. Over the course of his naval service he held senior operational and intelligence assignments, focusing on maritime operations, intelligence collection and analysis, and joint force planning. His Navy career provided the operational and analytic foundation for later work in interagency counterterrorism and intelligence coordination.
National Counterterrorism Center and civilian roles
In December 2018 Maguire became Director of the National Counterterrorism Center, the agency responsible for integrating and analyzing terrorism-related intelligence across the U.S. government. He had previously served at NCTC in senior planning roles, including as Deputy Director for Strategic Operational Planning. The center’s mission is to identify, assess and track terrorist threats and to provide policymakers and operators with consolidated analysis.
Acting Director of National Intelligence
From August 2019 until February 2020 Maguire served as acting Director of National Intelligence. In that capacity he led the Office of the Director of National Intelligence, which coordinates the activities of the U.S. intelligence community. The DNI’s responsibilities include advising senior federal leaders, setting priorities across multiple agencies, and safeguarding intelligence capabilities and sensitive disclosures. During his tenure he oversaw routine community management and navigated high-profile matters that drew congressional attention.
