Early career and journalism

From 1976 until 1990 Czerniawski worked as a journalist. He was employed by the Polish Press Agency, where he covered legal and public affairs topics, and later by the weekly Prawo i Życie ("Law and Life"), a publication focused on legal issues and practical jurisprudence. Public service and transition-era roles

In the early years of Poland's transition to a market economy Czerniawski moved into public service. Between 1990 and 1991 he headed the Legal Department within the Capital Markets Development Division at the Ministry of Privatisation. That division was involved in designing legal and institutional frameworks to support privatization and the emergence of securities markets, a central task during the economic reforms of the period. Warsaw Stock Exchange leadership

After leaving the ministry he joined the Warsaw Stock Exchange (WSE). From 1991 until 1994 he served as Director of the Legal Department and in 1994 was appointed Vice-Chairman of the Board, a position he held until June 2006. During his tenure the WSE evolved from a nascent institution into a key platform for corporate finance and investment in Poland. Czerniawski's responsibilities included overseeing legal and regulatory matters, corporate governance issues, and helping to shape rules and procedures for listings and trading on a market that was adapting rapidly to international practices.
