Structure and composition

The assembly is organised into plenary sessions and standing committees. It is chaired by the President of the Riigikogu (the speaker), who manages debates and represents the body externally. Committee work handles detailed scrutiny of bills and policy; examples include committees that consider finance, foreign affairs, national defence, social policy and constitutional issues. Parliamentary groups formed by political parties or coalitions coordinate voting and legislative strategy.

Powers and functions

  • Legislation: enacting, amending and repealing national laws.
  • Budget: approving state budgets and public expenditure.
  • Government oversight: confirming the prime minister, holding the government to account and passing motions of no confidence.
  • International affairs: ratifying treaties and approving international commitments.
  • Appointments: electing certain officials and participating in presidential election procedures when required.

History and development

The modern Riigikogu traces its roots to Estonia's independence in 1918 and the subsequent drafting of a constitution and parliamentary institutions in the early 20th century. The name itself is cognate with the German word Reichstag. The parliamentary tradition was interrupted during the mid-20th century by occupation and restored with Estonia's re-establishment of independence in 1991. Since then the Riigikogu has functioned as the centre of democratic representation and legislative authority in Estonia.

Notable features and resources

Key traits of the Riigikogu include a multi-party, coalition-oriented political culture, an open-list proportional electoral system and an active committee stage that shapes most legislation.
