Jabrayil District is an administrative district (raion) of Azerbaijan in the south of the country, adjoining the international border with Iran. The district is known in Azerbaijani as Cəbrayıl rayonu and is one of the territorial units established during the Soviet period as part of the Azerbaijan Soviet Socialist Republic. Its administrative centre historically was the town of Jabrayil.

The district includes lowland plains and river valleys with relatively fertile soils that supported extensive agriculture before large-scale population displacement. Its southern boundary is contiguous with Iran, giving the area strategic cross-border importance. History and recent control
During the late 20th century the district experienced significant upheaval in the context of the Nagorno-Karabakh conflict. Forces from the Armenian side gained control of Jabrayil District in the early 1990s, and it remained under the de facto authority of the self-proclaimed Nagorno-Karabakh Republic (also called the Republic of Artsakh) for many years. In 2020 the territory was brought back under Azerbaijani governance during military operations that changed the control of several districts.
Population, economy and impact of conflict
Before the 1990s hostilities the district's population was reported at roughly 62,100 and the local economy was dominated by agriculture. The wars caused large-scale displacement of residents, destruction of housing and infrastructure, and contamination of land with unexploded ordnance and minefields. These conditions prevented normal economic activity and long-term returns until security and clearance operations could be undertaken.
Present-day issues and reconstruction
Since the restoration of Azerbaijani administration, there have been government-led efforts focused on demining, rebuilding roads and utilities, and preparing lands for resettlement and farming. The district's recovery involves restoring basic services, documenting property and cultural sites, and addressing environmental damage. International organizations and domestic authorities have highlighted the challenges of safe return and sustainable redevelopment.
