Executive Council of Ontario (Cabinet of Ontario)

Composition and membership

Members of the Executive Council are normally members of the Legislative Assembly who have been chosen to serve as ministers. The head of the Council is the Premier, who chairs meetings and sets the agenda. Individual ministers are usually assigned responsibility for specific portfolios and lead departments commonly called government ministries. The size and exact makeup of the Council vary with each government and may be adjusted to reflect priorities or political considerations.

Appointment and legal role

Formally, ministers are appointed by the Lieutenant Governor of Ontario acting on the advice of the Premier. Once appointed, ministers are sworn into office and exercise executive authority in their areas of responsibility. The Executive Council advises the Lieutenant Governor and implements laws and policies approved by the Legislative Assembly, carrying out the day-to-day functions of government.

The Executive Council plays a central role in shaping provincial priorities—such as health, education, transportation and fiscal policy—and in translating statutes and budgets passed by the legislature into administrative action. Its composition and operating style have evolved with Ontario's political and institutional history but remain rooted in the principles of responsible parliamentary government.
