Political career and activism

Shakya emerged from the student movement into mainstream party work. The Nepal Student Union, of which he was a founding member, served as the student wing of the Nepali Congress and a training ground for later leaders. In the 1980s he held leadership responsibilities in the party at the district level and by 1988 was serving as president of the Kathmandu District committee of the Nepali Congress, a position that placed him at the centre of urban political organization.

Under the partyless panchayat regime (1960–1990), many politicians faced arrest, exile, or imprisonment. Shakya spent about fifteen years in prison across separate detentions for his opposition activities and his organizing on behalf of democratic change. These long periods of confinement marked him as one of the veteran activists of the democratic movement.

Role in the 1990 Jana Andolan

During the mass movement known as the 1990 Jana Andolan, which pressured the monarchy to restore multiparty democracy, Shakya served as convenor of the Nepali Congress Central Action Committee. His leadership during that critical period was especially notable because he remained free while many prominent leaders were under arrest; consequently he coordinated party actions, mobilizations and negotiations that contributed to the movement's momentum and eventual political reforms.

Death and legacy

In March 2017 Shakya suffered a cerebral haemorrhage and a heart attack. He died on 6 May 2017 in Kathmandu at the age of 76. The immediate medical cause of death was septic shock precipitated by pneumonia and complications of heart failure. His passing was noted across political circles as the loss of a long-standing organizer who had experienced both grassroots activism and institutional party leadership.

Shakya's life illustrates several aspects of Nepal's modern political history: the role of student politics in forming national leaders, the personal costs of sustained opposition to authoritarian rule, and the local organizational work—especially at district level—that underpinned larger democratic movements. He is remembered mainly for his organizing in Kathmandu, his contribution to the Nepal Student Union, and his active part in the 1990 movement that helped restore multiparty democracy.
