Administrative structure

The country is divided into municipalities, which are subdivided into administrative posts, then sucos, and finally aldeias. Municipalities include Dili, Baucau, Liquiçá, Lautém, Ermera, and the Oecusse special administrative region (an exclave). This hierarchy is used for census counting, public services, and local administration.

Major settlements

• Dili — the national capital and largest urban center, seat of government and main port.
• Baucau — the country’s second largest town, on the north coast east of Dili.

Settlement density is higher along the northern coast where roads and trade are concentrated; the interior is mountainous with scattered villages. Many communities are rural and depend on subsistence agriculture, while towns concentrate public services, markets and transport links.

History and importance

Settlement patterns reflect Portuguese colonial organization, later Indonesian administration, and post-independence development since 2002. Towns have grown as administrative and service hubs; villages retain strong customary ties.
