Political career and roles

As Chief of Staff, Pacheco operated at the center of the federal administration during a turbulent phase of the military government (1964–1985). His term in Brasília coincided with major measures and institutional changes in national politics. After leaving the federal post, he returned to state-level leadership, winning the governorship of Minas Gerais and overseeing the state administration for a full term in the early 1970s.

Minas Gerais is one of Brazil’s most populous and economically important states; occupying that office placed Pacheco among the country's influential regional leaders. His governorship ran from 1971 to 1975, a period when state governments coordinated closely with the national administration on development, infrastructure and economic policies. Early life, family and later years

Pacheco was born in Uberlândia, in the state of Minas Gerais. He was married to Marina de Freitas Pacheco and the couple had three children. After leaving public office he remained a recognized elder statesman in his home state and retained a public profile into advanced age. He died in Uberlândia on 4 July 2016 at age 96 from pneumonia.
