Overview
The Parliament of Albania, known in Albanian as Kuvendi i Shqipërisë, is the national representative assembly and the primary law-making institution of the Republic of Albania. It functions as a unicameral body and is widely referred to as the country's legislature. Official information and documents are published by the body's administrative services and on its official website.
Composition and membership
The chamber is composed of not less than 140 members who serve fixed four-year terms. Deputies are elected to represent the electorate and normally sit in parliamentary groups aligned with political parties or coalitions. Members enjoy parliamentary immunities and participate in plenary sittings, committee work and constituency duties.
Powers and functions
The assembly exercises core legislative powers and carries responsibilities that include the enactment of laws, approval of the national budget, and oversight of the executive branch. It also plays a role in consenting to important state decisions, such as ratifying international agreements and deliberating on matters of national security. The parliament monitors government activity through questions, reports and hearings.
Elections and organization
Members are chosen by popular vote under a proportional representation system based on multi-member constituencies. Parliamentary organization includes a Speaker (or President of the Parliament), deputy speakers, an administrative secretariat and various parliamentary groups. Sessions are convened according to constitutional rules and an annual calendar, with special sittings possible for urgent matters.
Committees and procedure
Much of the chamber's specialist work is carried out in standing and special committees that examine draft laws, prepare reports and hold hearings with ministers, experts and civil society. Committee recommendations guide plenary decisions and improve legislative scrutiny. Rules of procedure set deadlines, speaking times and voting methods used in the chamber.
History and significance
The modern Albanian parliament evolved through the country's 20th- and 21st-century political changes and now serves as the central democratic forum for representation and accountability. As the principal legislative organ, it is a key venue where national priorities are debated, public policy is shaped, and the balance between representative government and executive power is maintained.
