Manuel Jiménez de Parga: Spanish jurist, educator, minister and diplomat

Academic career and roles

Jiménez de Parga established himself in academia early in his career. In 1956 he led the department of political law at the University of Madrid and, from 1957, held a professorship at the Faculty of Law of the University of Barcelona. Over two decades in Barcelona he taught, conducted research and assumed increasing administrative responsibility. He served as Dean of the Faculty of Law and, briefly, as Rector of the University of Barcelona in the mid-1970s.

Public office and political activity

Following his academic tenure, Jiménez de Parga moved into national public service. He was appointed Minister of Labour from 1977 to 1978, a period coinciding with Spain’s transition to democratic institutions. In that capacity he participated in managing labour issues at a time when social and economic policies were being reformed and modernized to reflect the new political environment.

International representation and labour diplomacy

After leaving the ministerial post, Jiménez de Parga represented Spain at international organisations concerned with work and social policy. From 1978 to 1981 he served as Ambassador-Permanent Representative of Spain to the International Labour Organization (ILO) in Geneva. He also presided over the Inter‑American Conference of Labour in 1980, a role that placed him in the centre of multilateral discussions on workers’ rights and labour standards across the Americas and Europe.
