Imperial Household Agency (Kunaichō)

History and development

The institution traces its origins to older court offices and was known before World War II as the Imperial Household Ministry (Kunaishō). In the aftermath of the war the agency was reorganized and its roles were reshaped under the postwar constitution: ceremonial, household and cultural duties were retained while overt political influence was curtailed. Functions and responsibilities

• Manage the residences and properties associated with the imperial family, including palaces and gardens.
• Organize and supervise state and religious ceremonies in which the emperor takes part, such as accession rites and national rituals.
• Safeguard and use the Privy Seal and State Seal for formal documents.
• Provide administrative, medical and security support for members of the imperial household.
• Maintain historical records, archives, and art collections that belong to the imperial household.

Organization and public role

The agency is led by a Grand Steward and is organized into departments that deal with ceremonies, archives, residences and general administration. Although part of the state bureaucracy, it occupies a distinctive place because its work combines administrative, cultural and ritual elements. It also acts as a public interface between the imperial family and other branches of government, as well as the media and the public.

The Imperial Household Agency is often described as conservative and protective of imperial traditions; this stance has sometimes generated public debate over issues such as access, transparency and the roles of female members of the family. Several individuals have served as Grand Steward in recent decades, among them Shingo Haketa, who is frequently cited in contemporary accounts. The agency’s custody of historical treasures and state seals underscores its symbolic as well as administrative importance.
