Career and public roles

Barber was known as both a senior civil servant with responsibilities related to agriculture and as an experienced practitioner and adviser on countryside matters. Over many decades he held prominent positions in organisations that connected farming, animal husbandry and nature conservation, working to reconcile productive land use with wildlife protection.

• Chairman and later President of the Royal Society for the Protection of Birds, the United Kingdom's main bird conservation charity;
• President of the Gloucestershire Naturalists' Society, reflecting his local engagement;
• President of the Royal Agricultural Society of England and of the British Pig Association, representing farming interests;
• Vice‑President of the Nature in Art Trust, supporting the intersection of nature and the visual arts.

These roles involved governance, public advocacy, supporting research and promoting best practice. As an agricultural expert he was frequently called on for guidance where rural policy, farm management and wildlife concerns intersected.

Honours, peerage and parliamentary service

Barber received recognition for his public service and contributions to rural affairs. He was knighted in the 1984 Birthday Honours. Later, he was created a life peer as Baron Barber of Tewkesbury, of Gotherington in the County of Gloucestershire, on 12 August 1992 (life peerage). He sat in the House of Lords until his formal retirement on 25 March 2016, contributing on matters connected with agriculture, the environment and rural communities.

Barber's career is notable for bridging institutional public service and voluntary leadership in conservation and farming organisations. His work illustrates how individuals with technical knowledge of agriculture can shape policy, represent practitioners and support conservation goals simultaneously.

He died on 21 November 2017 at the age of 99. His legacy is remembered in the organisations he led and in local and national records that document the evolution of post‑war British agricultural and conservation policy.
