Responsibilities and services

The council provides a wide range of services formerly divided between several authorities. These include:

History and organisation

Cornwall Council was created in 2009 when the previous two‑tier structure was replaced by a single authority. Prior to that reform, local services in the county were delivered by Cornwall County Council together with six district councils; those district bodies were abolished and their functions transferred to the new unitary council. The authority is governed by elected councillors representing wards across the county and typically operates through a leader-and-cabinet executive plus committees and scrutiny panels.

Political control and representation

Political control of the council has varied, with different parties and independent groups holding influence at different times. Councillors set budgets, local tax rates and strategic priorities, while day-to-day administration is carried out by appointed officers. Residents elect councillors at regular local elections to represent their interests and to shape local policies.

Distinctive points and links

Although Cornwall Council covers the majority of the historic county, the Isles of Scilly are administered separately. The council has also been active in promoting local economic development, tourism and the cultural identity of Cornwall, including support for the Cornish language and heritage.
