Oscar Baylin Goodman (born July 26, 1939) is an American attorney and politician who served as mayor of Las Vegas, Nevada from 1999 to 2011. A former defense lawyer who represented controversial and high‑profile clients, Goodman later moved into municipal politics, winning three terms as mayor. He has been identified with both the Democratic Party in earlier years and as an Independent in later life. His wife, Carolyn Goodman, succeeded him as Las Vegas mayor in 2011.

Goodman trained and worked for decades as a criminal defense attorney. During that period he gained a public reputation for representing organized‑crime figures and other clients in high‑visibility cases, which contributed to a flamboyant public image. That background made him a polarizing figure: admired by some for his courtroom skill and loyalty to clients, criticized by others for the nature of his clientele.

Mayoral tenure (1999–2011)

As mayor, Goodman emphasized economic development, tourism promotion, and downtown revitalization. He advocated public‑private partnerships aimed at attracting investment, and used his high profile to market Las Vegas as a global destination for conventions, entertainment and hospitality. His administration focused on preserving the city’s reputation as a center for leisure while encouraging renewal of older urban areas.

Controversies and public positions

Goodman was a frequent source of media attention for outspoken remarks and unorthodox proposals. One recurring topic was prostitution: while he made public comments about legalization at times, he did not change Nevada law nor did Las Vegas become a legal brothel center under his administration—prostitution remains prohibited in Clark County. His prior legal work and candid public persona continued to stir debate about ethics and image.

Legacy and later activities

After leaving office Goodman returned to private life and remained a visible public figure in Las Vegas through speaking, civic events and occasional commentary on local affairs. His tenure is often noted for putting a spotlight on downtown redevelopment, strengthening the city’s tourism economy, and for the unusual succession in which his wife assumed the mayoralty.
