Career highlights
Balanzino's diplomatic record includes a posting as Italy's ambassador to Canada from May 1990 to January 1994, a period that overlapped with important debates on NATO enlargement and crisis management (ambassadorial duties) and bilateral relations with Canada. After his ambassadorship he took up a senior management role inside NATO as Deputy Secretary General, a position that placed him just below the alliance's political head and tasked him with helping coordinate the organization's day‑to‑day work and internal administration NATO.
Acting Secretary General: two brief terms
Balanzino twice stepped in as acting Secretary General. The first occasion began on 13 August 1994 when he succeeded Manfred Wörner, who had resigned because of serious illness Manfred Wörner (illness). Balanzino led the alliance in an interim capacity until the appointment of Willy Claes on 17 October 1994 Willy Claes. After Claes's resignation the following year amid allegations concerning his conduct, Balanzino again became acting Secretary General and oversaw alliance business until Javier Solana took over on 5 December 1995 Javier Solana.
Role and context
As Deputy Secretary General and as acting Secretary General, Balanzino worked during a transformative era for NATO. The alliance shifted from a primarily defensive posture against the Soviet bloc to addressing regional crises, partnership programs with former adversaries, and the early stages of enlargement. Acting incumbents like Balanzino were expected to maintain continuity, manage the Secretariat, and support political decisions while permanent leadership transitions were completed.
