Samy Badibanga Ntita (born 12 September 1962) is a politician from the Democratic Republic of the Congo who held the office of prime minister from November 2016 until May 2017. His appointment came during a period of political tension as national leaders negotiated a path forward after postponed elections and debates over presidential term limits.

Overview and role

The prime minister of the DRC is the head of government and is responsible for forming a cabinet, coordinating ministerial activity and implementing national policy under the authority of the president. Badibanga's brief premiership was marked by efforts to assemble a government acceptable to rival political camps and to maintain basic public administration during a contested transition.

Context and prime ministership

Appointed by President Joseph Kabila in November 2016, Badibanga led a government that sought to include both pro-government figures and some members of the opposition. His selection was presented as part of a negotiated compromise but was criticized by other opposition leaders who felt the arrangement did not sufficiently resolve the underlying political crisis. He succeeded Augustin Matata Ponyo and was replaced in spring 2017 by Bruno Tshibala.

Career and public significance

Before and after serving as prime minister, Badibanga has been active in Congolese political life, participating in legislative and consultative roles and engaging with negotiations among parties. His appointment and the short-lived cabinet illustrate the challenges of power-sharing in the DRC and the difficulty of organizing elections and peaceful transfers of authority during periods of polarization.
