Overview
Paul Okalik (Inuktitut: ᐹᓪ ᐅᑲᓕᖅ; born May 26, 1964) is a Canadian public figure best known for his roles as a politician and a lawyer. He holds the distinction of being the first Inuk lawyer in what was the Northwest Territories and the newly created territory of Nunavut. Okalik became the first Premier of Nunavut when the territory was established in 1999 and served in that role until 2008.
Early life and legal career
Raised in the eastern Arctic, Okalik trained in law at a time when very few Inuit had professional legal qualifications. His legal background provided a platform for public service and helped him bridge Indigenous concerns and territorial governance. The combination of legal training and local knowledge made him a prominent voice for Inuit participation in government.
Political career and offices
Okalik was elected as member of the Legislative Assembly and chosen by his colleagues to serve as Nunavut’s first premier, leading a consensus-style government rather than a party-based administration. He remained premier through much of the territory’s formative decade. After stepping down as premier in 2008, he continued to sit in the legislature and was elected Speaker of the Legislative Assembly on November 4, 2010. He represented the electoral district of Iqaluit West until he resigned on April 6, 2011 to seek federal office as a candidate for Member of Parliament; he later returned to the territorial legislature in 2013 and served until his defeat in the 2017 general election.
Significance and contributions
Okalik’s tenure coincided with the early development of Nunavut’s institutions and public services. As the territory’s inaugural head of government, he helped set administrative priorities, support the expansion of local services, and raise national awareness of the unique challenges facing Arctic and Inuit communities. He was frequently associated with efforts to strengthen Inuit representation in public life and to adapt territorial policies to local cultural and linguistic needs.
