John Joseph Horgan (born August 7, 1959) is a Canadian politician best known for serving as the 36th premier of British Columbia and as leader of the provincial New Democratic Party. He led the party through a period of minority and then majority government and became a prominent figure in provincial politics for his focus on cost-of-living issues, public services and infrastructure.
Political career and roles
Horgan was chosen leader of the British Columbia New Democratic Party in 2014. Following that leadership contest he took on roles in the legislative opposition, including appointment as the Official Opposition Critic for Energy and as Opposition House Leader. After announcing his leadership bid in 2014, he was replaced as Opposition House Leader by Bruce Ralston.
In the 2017 provincial election the NDP formed government with outside support, and Horgan became premier in July 2017. His government later won a majority in a subsequent election, allowing the NDP to pursue a broader agenda with a stronger parliamentary position.
Priorities, policies and governance
Horgan's premiership emphasized housing affordability, strengthening public health care and expanding public infrastructure. His government implemented policies aimed at addressing rising housing costs, supported investment in health and social services, and pursued major capital projects while balancing fiscal and social goals. The administration operated within a mixed environment of coalition and majority politics, shaping how initiatives were negotiated and implemented.
Background and public profile
Before becoming party leader and premier, Horgan had a long involvement in provincial politics and legislative work, including various critic portfolios and duties in opposition. He is known for a pragmatic style that blends policy attention to working-class concerns with efforts to reach broader electoral support. His leadership style was characterized by incremental reform rather than sweeping ideological shifts.
