Overview

Eberhard Diepgen (born 13 November 1941) is a German politician of the Christian Democratic Union. He held the office of Governing Mayor of West Berlin during the 1980s and later served as Governing Mayor of a reunited Berlin through much of the 1990s. His public career spans municipal leadership, party politics and roles that connected city government to federal institutions.

Early life and political rise

Born in 1941, Diepgen trained professionally before entering public life and rose within the CDU's Berlin organization. He was active in local parliamentary bodies and became a prominent voice for center-right policies in the divided city. His political profile grew during debates over urban planning, housing and the financial management of the city-state.

Tenure as Governing Mayor

Diepgen first led West Berlin from 1984 until 1989 and returned to lead the whole city from 1991 to 2001 after reunification. His administrations confronted the practical and fiscal challenge of integrating East and West Berlin—merging administrations, reforming budgets and directing large-scale redevelopment of central districts. His time in office saw planning and investment decisions that shaped Berlin's post-Cold War transformation.

Policies, challenges and significance

Diepgen emphasized fiscal consolidation, administrative reform and urban redevelopment. He presided over negotiations with federal authorities and private developers about rebuilding key sites and modernizing infrastructure. Like many long-serving municipal leaders, his record mixes achievements in revitalization with political controversies and difficult trade-offs in public spending and social policy.

Legacy and later life

Leaving office in 2001, Diepgen remained a significant figure in Berlin's recent history for his role in the transition from a divided to a reunited capital. He is remembered for steering a complex city through structural change and for representing the CDU's position in Berlin politics as the city redefined its place in a reunified Germany.
