Political and parliamentary service
Jičínský held elected office at different moments in Czechoslovakia’s and the Czech Republic’s modern history. He was a member of the Federal Assembly of Czechoslovakia in 1969 and again during the crucial years 1990–1992, when federal institutions were being re-evaluated. Later he served multiple terms in the Czech Republic’s Chamber of Deputies from 1996 to 2002 and from 2003 to 2010. These appointments placed him at the centre of legislative work during both the post‑communist transition and the consolidation of the Czech parliamentary system.
Areas of work and influence
Throughout his career Jičínský was associated with constitutional and legislative matters. He worked on legal texts and parliamentary procedures, bringing practitioner experience to debates about the shape of democratic institutions. His experience in pre‑1989 politics and in the reform period afterwards gave him a perspective valued by colleagues across party lines. As a public intellectual he participated in discussions about civil liberties, the rule of law and the role of state institutions in a modern democracy.
Legacy and later life
Jičínský is remembered as a long‑standing public servant whose work bridged two contrasting political eras. Observers note his contribution to legislative life and his role as a mentor to younger legal and political figures. He died on 9 April 2020 at the age of 91. His death prompted reflections on a career that illustrated the complexities of Czech political life in the second half of the twentieth century and into the twenty‑first.
