Viktor Cherepkov: Russian naval officer and politician

Viktor Ivanovich Cherepkov (April 16, 1942 – September 2, 2017) was a Russian public figure who combined a long naval career with active involvement in regional and federal politics. Often identified by his Russian-language name in contemporary sources, Ви́ктор Ива́нович Черепко́в, he is best known for serving as mayor of Vladivostok and later as a deputy in the State Duma. He retired from the navy with the rank of Captain 1st rank and remained a prominent local leader in Primorsky Krai and the Russian Far East.

Cherepkov's background was shaped by a professional military trajectory that culminated in a senior naval rank. The title Captain 1st rank denotes a senior officer position in the Russian naval tradition and underpinned his public image as a disciplined, authority-minded figure. After leaving active service he turned to municipal politics, where his military background informed both his leadership style and his approach to civic issues.

He served two non-consecutive terms as mayor of Vladivostok (1993–1994 and 1996–1998). His periods in office were notable for intense disputes with regional and federal officials, which led to legal and administrative challenges and made his tenure a subject of wider national attention. Supporters praised his attention to local concerns and his toughness in confronting entrenched interests; critics regarded him as confrontational and polarizing.

Following his mayoralties, Cherepkov was elected to the national legislature, serving as a deputy of the State Duma in its third and fourth convocations. In parliament he acted as a representative of his constituency in the Russian Far East, bringing regional issues to the federal level and participating in legislative work on matters that affected local governance, economic development, and security.

Viktor Cherepkov died in Moscow on September 2, 2017 from lung cancer. He was 75 years old. His death in Moscow was reported widely in Russian media and prompted reflections on his complicated legacy — a mix of firm local advocacy, confrontation with authorities, and a reputation as a symbol of regional assertiveness within Russia.
