Paulus Petrus Maria "Paul" Gilissen (28 August 1934 – 9 April 2020) was a Dutch politician who spent much of his career in municipal government. Born in Amsterdam, he was active in the Catholic political tradition and served as mayor in several communities in the province of Limburg. His public service spanned the final decades of the 20th century, during a period of administrative reorganization in the Netherlands.

Political career and offices

Gilissen began his political life as a member of the Katholieke Volkspartij (KVP). When the KVP joined with other Christian parties to form the Christian Democratic Appeal (CDA), he continued his public work within that broader movement. He held mayoral office in local municipalities in southern Limburg, most notably in Valkenburg and neighbouring communities.

  • Mayor of Valkenburg-Houthem, 1976–1982
  • Mayor of Valkenburg aan de Geul, 1982–1990 and briefly again in 1991

Roles and responsibilities

As mayor Gilissen carried out the standard responsibilities of Dutch municipal leadership: chairing the municipal council and executive, representing the municipality externally, overseeing public order and safety, and coordinating administrative services. Mayors in the Netherlands also play a central role during times of local crisis and in ceremonial life, tasks Gilissen fulfilled in his communities.

Context and party affiliation

The KVP was a major Catholic party in postwar Dutch politics; through the late 1970s and early 1980s it became part of a merger that formed the CDA. Gilissen's career reflects that transition from confessional, pillar-based politics toward the broader Christian-democratic movement. His work was rooted in regional concerns of Limburg, an area with distinct local identity and a mix of tourism, heritage sites and small-scale industry.

Death and legacy

Paul Gilissen died in Maastricht on 9 April 2020 at the age of 85. He is remembered locally for long-term civic engagement and for guiding his municipalities through administrative changes. Biographical notices emphasize his steady municipal leadership rather than national prominence.
