Harald Hove (10 January 1949 – 21 July 2014) was a Norwegian jurist and politician associated with the Liberal Party (Venstre). Born in Bergen, he combined an academic legal career and private practice with active participation in national politics. His public service included periods as a deputy representative and as a regular member of the Norwegian Parliament when called upon to fill a ministerial vacancy.

Political career

Hove represented Hordaland as a deputy representative to the Norwegian Parliament (the Storting) across two consecutive terms, 1997–2001 and 2001–2005. During the first of those terms, from 1997 to 2000, he served as a regular representative while Lars Sponheim, the Liberal Party leader at the time, took a cabinet post in the first Bondevik government. In that role Hove participated in legislative work on behalf of his constituency and party.

Trained in law, Hove earned the cand.jur. degree from the University of Bergen in 1976, a standard professional law degree in Norway. He remained attached to the university for much of his early career, holding positions as an associate professor (1976–1988) and later as a lecturer (1993–1997). Parallel to his academic appointments he practised as a lawyer, balancing teaching, scholarship and casework.

Roles and responsibilities

  • Deputy representative to the Storting for Hordaland (1997–2001, 2001–2005)
  • Acting regular member of Parliament (1997–2000) while covering for a cabinet-appointed representative
  • University teacher in law and practising attorney

Context and significance

Hove’s career illustrates a common strand in Norwegian public life where legal professionals move between academia, practice and politics. Serving as a deputy representative is a formal mechanism by which parliamentary seats are temporarily filled when elected members enter the executive branch; Hove’s service during the Bondevik administration is an example of this arrangement. His academic posts at the University of Bergen also situate him within Norway’s legal education community during the late 20th century.

Death and legacy

Harald Hove died in Oslo on 21 July 2014 at the age of 65, reportedly of a heart attack. He is remembered in local and political circles for his dual career in law and public service, and for representing Hordaland in the national legislature.
