Abdirahman Jama Barre (Somali: Cabdiraxmaan Jaamac Barre; Arabic: عبد الرحمن جامع بري) was a prominent Somali politician and diplomat active during the late 20th century. Barre was born in Luuq, in what was then Italian Somaliland, in 1937. Like many of his generation from former Italian-administered areas, he pursued higher education abroad. He studied in Italy and completed part of his academic training at the University of Padua, an institution that has educated a number of Somali officials and professionals. His European education contributed to his fluency in diplomatic circles and to his role as a technocratic figure within the government.
Political career and offices
Barre served in successive Somali governments and rose to the senior leadership of the Somali Democratic Republic, the state led by President Siad Barre from 1969 until 1991. During his career he twice held the portfolio of Minister of Foreign Affairs and also served as Minister of Finance. From 1987 until the collapse of central authority in 1991 he simultaneously held the positions of First Deputy Prime Minister, Foreign Minister and Finance Minister, concentrating substantial executive and diplomatic authority in his hands.

His terms in office coincided with a period of shifting Cold War alliances, internal political challenges and increasing social unrest in Somalia. As foreign minister, Barre was responsible for representing Somalia's interests abroad, managing diplomatic relations, and participating in international negotiations. As finance minister he was involved in economic management during a time of mounting fiscal pressure and external aid dependency. The combination of those roles reflected both the centralization of government functions and the scarcity of trusted senior officials during the late 1980s.
Later life and legacy
Following the collapse of the Somali central government in 1991 and the subsequent years of conflict, many former officials left the country. Abdirahman Jama Barre later moved to the United States and lived in the Somali diaspora community. He died in San Diego, California, on 15 August 2017 at the age of 79.
