Fizuli District, often called Fuzuli Rayon, is an administrative district (a raion) in southwestern Azerbaijan. The district takes its name from the classical Turkic-Azerbaijani poet Fuzûlî, and its administrative centre is the town of Fizuli. The area consists primarily of lowland plains and agricultural lands and has historically been inhabited by an Azerbaijani population.
Geography and administration
Occupying part of Azerbaijan's southern lowlands, Fizuli District lies close to the international frontier in the country’s southwest. Its economy before large-scale fighting relied mainly on farming and animal husbandry. The district is organized into settlements and villages administered from the district centre, and its infrastructure has included local roads and small public services centered on the town of Fizuli.
History and recent events
During the conflicts that followed the breakup of the Soviet Union, much of Fizuli District was taken by ethnic Armenian forces in the early 1990s, and its Azerbaijani residents were displaced. In the 2020 armed confrontation over Nagorno-Karabakh, Azerbaijani authorities regained control of the district’s administrative centre and significant parts of the territory. The period of occupation and the later fighting caused extensive damage to settlements, public buildings and cultural sites.
Reconstruction, challenges and significance
Since returning to Azerbaijani administration, the district has been the focus of demining, rebuilding and resettlement initiatives. Reconstruction plans described by officials include restoring housing, utilities and transport links and creating conditions for the voluntary return of internally displaced persons. Demolition of war-damaged structures, clearance of unexploded ordnance and rebuilding basic services remain major tasks.
