Hassan Diab (Arabic: حسان دياب) is a Lebanese engineer, university professor and politician who rose to national prominence when he became Prime Minister of Lebanon on 21 January 2020. A relatively little-known technocrat at the time of his appointment, he had previously held the portfolio of Minister of Education from 2011 to 2014 under President Michel Suleiman.

Background and academic career

Diab trained and worked in engineering and later pursued an academic career. For many years he taught at a major Lebanese university and published on subjects related to technology, society and higher education. His profile as an academic and administrator shaped his public image as a non-partisan, technocratic choice for government leadership.

Political roles and nomination

Although not a career politician, Diab served in government as Minister of Education (2011–2014). In January 2020 he was nominated to form a cabinet and became prime minister-designate with the task of governing amid an intensifying economic crisis, growing public protests and the emerging COVID-19 pandemic. His nomination followed consultations within parliament and support from factions aligned with established political blocs.

Premiership, crisis and resignation

Diab’s tenure coincided with multiple national emergencies: a severe economic and financial collapse, pandemic response needs, and the catastrophic Beirut port explosion on 4 August 2020. On 10 August 2020 he announced the resignation of his government, citing the state’s failure to prevent or avert the disaster. His cabinet remained in a caretaker capacity until a successor was selected; he left office on 10 September 2021 when Najib Mikati was chosen to form a new government.

Context and significance

Diab’s brief and turbulent administration is often discussed in the context of Lebanon’s prolonged political deadlock, public demands for reform, and the constraints placed on caretaker governments. Observers noted the tensions between technocratic promises and entrenched political interests, as well as the limited powers available to a cabinet operating during overlapping crises.
