Overview

Filemón Bartolomé Vela Jr. (born February 13, 1963) is an American lawyer and politician who served as the U.S. Representative for Texas's 34th congressional district from 2013 until his resignation in 2022. A member of the Democratic Party, Vela combined a legal background with regional advocacy for communities along the U.S.–Mexico border during his time in Congress.

Vela earned a Juris Doctor from the University of Texas at Austin School of Law in 1987. Early in his career he worked in Washington, D.C., as an intern in the office of Congressman Solomon P. Ortiz and later returned to Texas to practice law. His professional experience in private practice informed his work on legal and regulatory matters while serving in elected office.

Congressional service (2013–2022)

Elected to the House of Representatives in 2012, Vela represented a district that includes large portions of South Texas. During his tenure he focused on issues important to his constituents, particularly matters connected to the border economy, cross‑border trade and infrastructure, and local development. From 2021 until 2022 he also served as a vice chair of the Democratic National Committee.

Policy focus and activities

Vela's congressional work emphasized pragmatic, district-oriented initiatives. Notable areas of emphasis included:

  • Border management and immigration policy that balanced security with economic impacts on border communities.
  • Support for trade, transportation projects, and cross-border commerce that affect the region's economy.
  • Legal and regulatory issues relevant to business, energy production, and public services in South Texas.

Resignation and later career

In March 2022 Vela announced his resignation from the House to enter private practice, leaving elected office before the end of his term. His move into the private sector followed nearly a decade of federal legislative service and a period of national party leadership as a DNC vice chair.
