Anthony David Hawthorn Smith (born 13 March 1967), commonly known as Tony Smith, is an Australian politician who has represented the Division of Casey in Victoria in the federal parliament since 2001. A member of the Liberal Party, he served as the 30th Speaker of the House of Representatives from 10 August 2015 until 23 November 2021. Prior to and during his parliamentary career he has been recognised for a reserved style and a focus on parliamentary procedure.
Overview and responsibilities
The Speaker is the chair of the chamber and is responsible for maintaining order, enforcing standing orders and representing the House in its relations with the Governor‑General, the Senate and external bodies. As Speaker, Smith was charged with presiding over debates, ruling on points of order, and overseeing administrative and security functions connected to the House. His tenure covered multiple parliaments and required managing debate in often fractious political environments.
Political career
First elected to the House of Representatives in 2001, Smith was re‑elected at successive federal elections. During his time in parliament he served on committees and participated in policy discussions typical of a long‑standing backbench and later presiding member. His approach as a member and as Speaker emphasised procedure, impartiality in the chair, and the efficient conduct of business.
Style and reforms
Smith's speakership is noted for efforts to reinforce the authority of the chair and to apply standing orders consistently. Observers described his style as restrained: he preferred to interpret rules conservatively and to encourage adherence to established practice. Speakers often have scope to shape chamber culture, and Smith used that influence to press for orderly debate and clearer application of parliamentary conventions.
Significance and legacy
Serving across multiple governments and periods of intense partisanship, Smith's time as Speaker highlighted the balancing act between impartiality and political identity. He left office in late 2021 and is remembered for emphasizing the institutional role of the Speaker and the importance of procedure in parliamentary life.
