Overview
Redha Malek (21 December 1931 – 29 July 2017) was an Algerian politician who served as prime minister from 21 August 1993 to April 1994. His term fell in the turbulent early years of the Algerian Civil War. Malek is remembered for taking a firm security stance against armed Islamist groups and for completing negotiations that led to international debt relief after implementing an economic reform program.
Political role and policies
Malek headed a government that prioritized state security and attempts to restore public order amid rising violence. His administration pursued a hardline approach toward Islamist insurgents and rejected compromise with armed groups. Economically, his cabinet implemented measures required by international lenders, a process that culminated in debt-relief agreements that followed an IMF reform plan. Those negotiations were an important element of Algeria's efforts to stabilize its finances and maintain basic public services during the crisis.
Context and significance
The early 1990s were a period of political contestation in Algeria, and Malek's premiership took place against that backdrop. Observers have described his tenure as short but consequential because it combined a security-first strategy with engagement with international financial institutions. His cabinet's choices reflected broader dilemmas the Algerian state faced: preserving order, managing an economic downturn, and maintaining external credit relationships.
Later life and death
After leaving office in 1994, Malek remained a figure in public memory both for his government service and for the positions he took during the civil conflict. He died on 29 July 2017 in Algiers after a lengthy illness at the age of 85. Contemporary reports and obituaries noted his role as prime minister during a critical episode in modern Algerian history and discussed his role in securing debt relief from international creditors.
