Overview

Philémon Yang (born 1947) is a Cameroonian politician who served as Prime Minister of Cameroon from 2009 until January 2019. Appointed by President Paul Biya, Yang led the government for about a decade and is widely regarded as a senior figure within the ruling Cameroon People's Democratic Movement (CPDM). He replaced Ephraïm Inoni and was succeeded in 2019 by Joseph Dion Ngute.

Early career and diplomatic service

Before becoming Prime Minister, Yang built a career in public administration and diplomacy. He represented Cameroon abroad as ambassador to Canada and held various senior positions in the civil service. His background combined administrative experience with diplomatic postings, preparing him for the demands of national leadership.

Prime ministership (2009–2019)

Yang's tenure as prime minister spanned a period of continuity in Cameroonian politics marked by both economic policy efforts and security challenges. During these years the government confronted regional insurgency in the north, pressures on public finances, and growing political tensions in the English-speaking regions that escalated into a serious crisis after 2016. As prime minister, Yang headed the cabinet and was responsible for implementing policies set by the presidency.

Characteristics and challenges

  • Long-serving figure within the ruling establishment, noted for administrative steadiness.
  • Oversaw government coordination amid security operations and development initiatives.

Yang's role was primarily executive and managerial: he chaired ministerial meetings, coordinated policy implementation, and represented the government at official functions. His decade in office made him one of the more enduring prime ministers in Cameroon's recent history.
