Overview

Peter M'Callum Dowding (born 6 October 1943) served as the 24th Premier of Western Australia from 25 February 1988 until 12 February 1990. A member of the Australian Labor Party, he became premier after the resignation of Brian Burke. His administration coincided with a period of controversy and public inquiry into government dealings that is often referred to as "WA Inc."

Background and career

Trained as a lawyer, Dowding worked professionally in the law before and after his time in politics. He entered Western Australian politics and held ministerial responsibilities prior to becoming premier. His legal background informed his approach to government and public policy, and after leaving parliamentary office he resumed work in the legal field as senior counsel.

Premiership and controversies

Dowding assumed the premiership during a turbulent period. During his term several ministers, advisers and government-associated business arrangements were subjected to investigations and criticism. Those events, commonly grouped under the phrase WA Inc, involved scrutiny of the relationships between public officials and private enterprises and led to political pressure on his government.

Later life, honours and work

After stepping down as premier and leaving parliament, Dowding returned to legal practice. He has been described in professional contexts as senior counsel. In 2001 he received a Centenary Medal, an Australian award that recognized contributions to public life during the federation centenary commemorations.

Legacy and significance

Dowding's time as premier remains closely linked with a difficult chapter in Western Australian politics. Histories of the period note both the challenges of governance amid public controversy and ongoing debates about accountability, ministerial conduct and the interface between government and private business. He is also remembered as a lawyer-politician who returned to his legal profession after public service.
